Portugal has always been known for its cutting edge and lively startup scene and has recently put an emphasis on recruiting and retaining international talent. The Portuguese government launched the IFICI (Incentivo Fiscal à Investigação Científica e Inovação regime), also known as NHR 2.0, to replace the prior Non-Habitual Resident (NHR) program.

IFICI is a tax regime designed to attract highly qualified entrepreneurs, investors and high-level skilled labor to build in Portugal. This new framework sharply focuses on people who contribute to the Portuguese economy whereas the prior NHR program focused on retirees. This shift in focus emphasizes Portugal's commitment to elevating its economy by attracting and retaining talent.
